What does URL encoding do?
It replaces characters that are not allowed in a URL, such as spaces, & and ?, with a % followed by their code, for example %20 for a space.
Which characters are encoded?
Everything except letters, digits and - _ . ! ~ * ' ( ). This is the right choice for a single query value or path segment.
Why did decoding fail?
The text has a % that is not followed by a valid code, for example "100%". Fix or remove that % and try again.
Is my text uploaded to a server?
